We are looking for an experienced Senior Billing Engineer – Civil to join our project team in an on-site role. The ideal candidate will have 7–10 years of experience in construction billing and quantity surveying, with strong experience in building and infrastructure projects. Experience with government-contracted projects will be preferred.

The candidate will be responsible for client and subcontractor billing, site measurements, quantity verification, BOQ reconciliation, variations, extra items, rate analysis, billing documentation and coordination with clients, consultants and project teams. The role requires strong practical knowledge of construction billing procedures, contract requirements and project documentation, along with excellent proficiency in MS Excel.

Key Responsibilities

• Prepare and verify Client and Subcontractor RA Bills, Final Bills and MB/e-MB records.
• Carry out site measurements and quantity take-offs and verify quantities against approved BOQs, drawings and specifications.
• Verify BOQ quantities and reconcile executed, certified and billed quantities.
• Prepare and check BBS and quantities related to RCC, reinforcement, shuttering and finishing works.
• Prepare Deviation, Variation, Extra Item and Substituted Item statements.
• Prepare rate analysis based on applicable CPWD/PWD DSR/SOR and contract provisions.
• Carry out material and quantity reconciliation for project works.
• Coordinate with the Client, Consultant and Site Teams for measurements, bill verification and certification.
• Prepare Billing MIS, cost control reports, quantity reconciliation statements and project documentation.
• Verify subcontractor measurements and bills against executed quantities and contractual requirements.
• Track bill certification, deductions, recoveries and payment status.
• Ensure billing complies with contract conditions, technical specifications, DSR/SOR and applicable standards.

Professional Skills

• 7–10 years of relevant experience in construction billing and quantity surveying.
• Strong experience in building and infrastructure construction projects; government project experience preferred.
• Strong knowledge of Client and Subcontractor RA Bills, Final Bills and MB/e-MB.
• Strong understanding of BOQ, quantity surveying, quantity reconciliation and cost control.
• Hands-on experience with Deviations, Variations, Extra Items and Rate Analysis.
• Knowledge of CPWD/PWD DSR/SOR, contract conditions and project specifications.
• Ability to read and interpret civil and structural drawings and verify site quantities.
• Proficiency in MS Excel and Microsoft Office for billing, reconciliation and reporting.
• Good working knowledge of AutoCAD for drawing interpretation and quantity verification.
• Good communication and coordination skills with clients, consultants, subcontractors and site teams.
